Could you please advise on how to stop scammers from creating dozens of tickets via script?

Could you please explain a bit more on this issue, are you trying to restrict creating tickets via portal or via Email ?

Is your portal is publicly accessible via internet ? if so you can make the changes in project to hide your portal at customer permissions section
