I am a jira cloud admin but however I can't access some of the project sittings on my service desk project though I can delete the project. I added myself to service desk team role and made sure it reflects in people tab with the role but still I have an issue

The page is telling you what you need to do. You need to have the Service Desk Agent permission...
To get this permission Go to Jira Settings, Administration, Users and against your name add the group service-desk-agents.
Also have a a look at Project Settings, People that administrators is selected.
Should fix the problem.

What type of administrator are you
You need to be set as an administrator at a Global level. See this Global Permissions post: https://confluence.atlassian.com/adminjiracloud/managing-global-permissions-776636359.html
It mentions the following:
Create and administer projects, issue types, fields, workflows, and schemes for all projects. Users with this permission can perform most administration tasks, except managing users, importing and exporting data, and editing system email settings.
Users with the Administer Jira permission can log in at any time but may be restricted depending on their application access.

Under Project settings, click People, add your name and set the relevant permissions.
