You can go to the above ticket and vote for it.
Also, another manual way to view who uploads the attachments is to go to the Activity section on the ticket:

Thankyou for the Quick response. I having Other issue with the attachments some people are facing issue with xml format if they are previewing directly from jira the data is breaking and its showing in as screen shot and if we download that file and preview in excel it is showing correctly. I have attached Screenshot .

As an attached image, I assume you are having a problem with the file preview for XLS/XLSX file.
I looked around and found these two tickets might have the same issue as your team is facing:

if you're open to solutions from the Atlassian Marketplace, you may want to have a look at Better Attachments. It's an attachment manager for Jira that, among many other things like e.g. attachments versioning or labelling, will show you who uploaded an attachment.
Alternatively, the uploader is also available in the app that my team and I are working on, JXL for Jira:
For context, JXL is a full-fledged spreadsheet/table view for your issues that allows viewing, inline-editing, sorting, and filtering by all your issue fields, much like you’d do in e.g. Excel or Google Sheets. It also comes with a long list of advanced features, including support for (configurable) issue hierarchies, issue grouping by any issue field(s), sum-ups, or conditional formatting.
