In India we have the holidays state-wise can we configure in SLA calendar for requester location-wise.

JSM Cloud does not provide functionality to import public holiday calendar's. You have to either manually create them or vote for the feature request: JSDCLOUD-880

As an alternative to JSM, you can try SLA Time and Report add-on developed by my SaaSJet team. It allows setting up separate calendars for different SLAs.
In the add-on, you can create different calendars according to how teams from different regions work, and use them for SLA settings.
It also tracks SLAs in all project types (JSM, Jira Software, Jira Core).

You can add those holidays in different calendar and then have to write jql based on location against that calendar in SLA goal.
