It's an easily customizable, fully no-code solution that can connect the two bi-directionally, automate the data transfer between them and sync them. You can certainly use the built in Automation to do this. Can you describe the conditions under which you would want to create an issue in JWM? The automation would be something like this...
trigger - issue created in your JSM project
conditions - ???
action - create issue in JWM project

I would recommend you to try out Exalate in this case.
Exalate fits the bill ideally here by providing an out of the box synchronization between Jira Service Management and Jira Work Management (and yes, bi-directionally). It provides a visual editor for simple use cases, and a scripting engine for an extremely granular control over the entire integration.
