Internal comments cannot be seen in jira issues for Service Desk REST API,

Is it because the issue should have a "Request Type" defined to it ??
I saw in another post that  if the Issue does not have a "Request Type" selected, the API calls won't work.

Please advise

Correct, a REST API fetching a request can't do anything if there is no request there.

The data will be available from the REST API for the issue though.

Thank you for the reply..
But my actual issue is :  when "Request Type" is not selected, Internal comments are not posted on the issues. The comments are showing but the ' Internal" label is not displayed.

Without the request there to hang the external comments on, there's no need to label internal comments as you can't have any external ones.  They're just issue comments.
