I think this should be a pretty clear Yes/No answer, and to my knowledge it's heavily leaning on the No side. I understand that you can send customers invites to create accounts, and it can be done in bulk with .csv files. However, is it possible to create the accounts in their entirety before being provided to the users?

This is possible, here is the documentation for manually creating a new user account in Jira.

Unfortunately, that seems to be for "Data Center and Server", while I'm using the Cloud version. Following those steps only brings me to where I can invite users, unless there's some hidden button somewhere for creating them.
