I was asked if there is some option to grant "read-only" access to the specified organization members. I haven't found this option yet.

Hi @Zbyněk Hostaš , welcome to the Community. Are you referring to a Customer? If so then no, customers always have the ability to open tickets.

yes, I am talking about "Customer" which is a member of Organization in Jira Service Management Module.
Those 2 customers should not be permitted to created any ticket. They should be able to view and monitor existing tickets.
I hope, I described it clearly and there are no confusion.
