I am trying to have custom fields appear in the Issue View, but the fields are not showing in the right hand side of the page to select.
If I look at the Form layout, they are showing within the form layout, but I cannot remove them from there.
Anyone has an idea what would cause this?

For every issue type, you have a separate screen configuration which will include Create, View, Edit, View/Edit.
If you are not to see your custom fields on the view screen, add those fields on to your View screen of respective issue type and that should resolve your issue.
You have to be admin/project admin to perform this configuration.
Settings -> Issues -> Screens

Yes, the two fields I am missing are already included in the screen associated to the issue type. So that is not the problem.

Verify if they are added on the issue layout or not. If not, please add them to context field sections and that should help.

That is exactly the problem, I do not see them on the right hand side field list of the Issue View tab to add them to the Context section. And when I search for them (in the box at the top of the list), they do not show up. But the appear in the tab for the Request Form:

That screen shot is from the Request Form tab. I cannot drag it out of the there, to add them to the Context fields section, which is on the Issue View tab.

I am the TOP administrator of our Jira Cloud instance.
I was already the Administrator for the project.
I added other roles too, to see if it would make a change, nothing.

These fields have been set to be required, when you define them as optional, they still do not show up on the view screen? If they are required they need to be filled in the create screen first.
