User verified to have only one JIRA account.
Do you have issue security enabled on the project? This could account for this if being used.
Otherwise, you have a permissions issue. If you have the right access, you can use the permission helper function to troubleshoot:

What does "security enabled on the project" imply? I don't know where to view to check this feature or setting.
My assumption is that a REPORTER can see the issues that they report. Is that true?

Just to clarify, you want to make sure that Issue Security isn't being used on your project. It is unlikely but this could cause the issue you're experiencing.
Far more likely is that it is being caused by the permission scheme/project roles that are associated with your project. The permission helper should tell you what exactly needs to be changed. It could be that Reporter doesn't have the correct permissions to view their tickets but I can't say for sure without seeing both the permission scheme settings and also the project roles.
