By default, customers can receive notification on his/her cases via emails typically I agreed with the other community leader's posting. Please review the reference link that he provided.
If you can clarify what you mean by "through the app", so we can further assist you.

Customer can just access the notification by visiting your portal UI via mobile device. I don't believe they will need the mobile Jira app to accomplish the task.
