when is it possible to create queues to view issues from more than 1 issue?

Hi Johannes,
I think queues are limited to a single project. However, dashboards are awesome! Create and share a dashboard with the relevant JQL filters (which you should also share) to have complete freedom to combine tickets from different places AND show multiple queues in one screen.
This is a free solution that comes with Jira out of the box, using native functionality but can greatly improve the performance of your JSM teams.

Correct, only filter/dashboard will show you issues from different projects.
Queue doesn't have that ability.
This message will appear when creating new queue.

If you just need to view issues across multiple projects without a queue interface, you can create multiple JQL-based filters that collect issues from various projects and then share these filters with team members. This way, everyone can work with the filters in the Issue Navigator as if they were queues.
But if you do need the queue view and edit access, you could check out add-ons available on Marketplace. For example, Queues for Jira & JSM allows you to create queues that display issues from multiple projects in a single view.

welcome to the community!
to the best of my knowledge, this is not possible; see e.g. this feature request: https://jira.atlassian.com/browse/JSDCLOUD-1034. This is obviously not a full replacement, but you can always create a regular filter in Jira for the issues that you're interested in, and work based on this filter.
Alternatively, if you're open to solutions from the Atlassian Marketplace, you'll have more options available. I'll add more information below.

... and just to expand on the above: If you're open to solutions from the Atlassian Marketplace, you may want to have a look at the app that my team and I are working on: JXL for Jira.
JXL is a full-fledged spreadsheet/table view for your issues that allows viewing, inline-editing, sorting, and filtering by all your issue fields - including all JSM-specific fields - much like you’d do in e.g. Excel or Google Sheets. Plus, as every JXL sheet is powered by a JQL statement or saved filter, you have full control over which issues should be included.
This is how it looks in action:
JXL sheets are easily accessible from the project sidebar, and many of our customers successfully use them as a "supercharged" extension or alternative to queues.
I should also add that JXL can do much more than the above: From support for configurable issue hierarchies, to issue grouping by any issue field(s), sum-ups, or conditional formatting.
