How do you make a report of all users that have access to our jira service desk?

We want to ensure that users can see only the projects they are required to see, and to verify their permisions. 

To do this we need a report where we can see all the users with the permissions they have and the projects they are in.

Where/How can I obtain this report?

Interesting topic! 

Go to settings > user management > three dots> Export users

This will get you a csv file  containing the product access and what role they have in different products. Note that it will not list all the spaces / projects / asset schemas that are in the products and what role they have in those. 

As a Jira admin I have often documented the principles of  project roles, permissions for each project / space. As a project/space admin potentially can add more users one by one to a project or a space the rules and principles needs to be communicated and agreed. 

You can test individual users permissions in the  settings > system > permission helper. I don't think this is what you asked for though, you want to collate the whole picture right?
