New customer creates an account, their user name is not showing their name from their email

You are talking about portal-only customers, right? If yes, then this is an expected behaviour.

Atlassian recently made changes to portal-only accounts to comply with GDPR. You can have more information about this here: https://www.atlassian.com/blog/announcements/atlassian-and-gdpr-our-commitment-to-data-privacy

yes, portal only customers. 

When I run a report on a project and I include the reporters name, it pulls in the gibberish and not the proper name. Is that expected behaviour?

When I want to tag the reporter in a comment on the ticket is shows the gibberish however the proper name shows once the comment is sent.
