No "Scheduled" Automation Trigger in the Jira Service Management server/data center version

Why is the "Scheduled" automation trigger not available in the Jira Service Management server/data version? It appears to be only available in the cloud version. Are there plans to make this available in the server/data center version? If not, how does one automate a task that needs to occur on a schedule?
