I am trying to set up one specific user a recipient of all notifications regarding all issues created/commented (from the customer point of view).
One of the options I have in mind is making him default watcher and set proper custmer notifications, however it seems like more elegant solution have to exist.

Adding them to a default watcher would also update them all the notifications, but the watcher should be in the notification schemes. Its not generally true that a watcher will get notification if watcher option not mentioned in the notification scheme.
if the notification scheme is not shared, then ask your Jira admin to add the particular user to the notification scheme (generally adding a static user to the scheme is not at best practices, adding a role to the notification scheme can be good too)
Hi, I see now that watcher option is not good for me - watchers receives notifiactions form the agent point of view. However I need my user to get all the notifications that appears, however from the customer point of view. Do you know how to make this work?

If the user is acting as a customer then cannot say it can be added to the customer list. Simple ask - Your user is a customer? If so, probably that can't be as the user and a customer to have notification; use the automation in the Project to sent notification OR add them to the notification scheme.
But, we can't change the customer notification to send update to other customer.
