Option to add Organisations (or add Customers to an Organisation) not appearing

The documentation states that "Both administrators and agents can add organizations to a service desk project." however the option to add an Organisation only appears for my Site administrators and jira-administrators. Users with the project roles of Administrator or Service Desk Team do not get this option even though they can add Customers.

What am I missing?
