We do weekly minor releases. We have one UAT Team, half of them test in XRay with the standard Test Executables we have, which capture existing functionality and anything new that has come in from epics and stories.
But then we have our Bugs and Defects.
Per ticket, we test for each client and mark success/fail in comments on the ticket. Not a great automated way to see progress/success or for the team to get their needed items (we are using an outside tool to track).
We would love to have this all within Jira.
Is there a way anyone is taking the Bugs/PDs for a given release and converting that to a Test so that we can reverse engineer what is needed and then have each client manage their tests in one place in Jira for better reporting?

Since xRay is a third party application, thus I would recommend that you to contact the app vendor to discuss of your ask directly for the possible integration recommendations with Jira/JSM env.
