Did the character limit for the announcements on help center and service project portals get changed and I missed it. We started UAT testing end of July and I was able to change our announcements to the new links without any problems. We migrated to the cloud this weekend and I can't put the announcements in because of a character limit that wasn't there 2 weeks ago. We have several links to common portals in our announcements to help with navigation, I have to remove several of them because of the 480 character limit. Can this limit be expanded?

I am unable to find more information specifically on portal announcement character limit but I did find this related community post. It might be worth opening a suggestion here to make the Atlassian team aware of the limitations.

Thanks, I found that post, the odd thing is it worked the end of July. We started our migration from DC to cloud and now it doesn't give me the same character count. I haven't been able to find any documentation about it changing so I thought I would throw it out here see if anybody else was experiencing it.

It was working in Atlassian JSM Cloud at the end of July? Maybe it is a bug with a latest release?
Seeing as Cloud does not show/have versions it might be worth opening a ticket with them as a possible bug especially since you just moved to Cloud.
This is the only info I can find on release notes for JSM but I believe it is Server/DC specific. Here is a changelog Atlassian Developer | Jira Cloud.
