In the service project, we add employees of the development company to the team (project role - Developer).
Users with project role "Developer" can also access tickets not assigned to them. In project permissions, developers are granted "Browse Projects" permission. If this option is prohibited, then they cannot open the tickets assigned to them (message: You don't have access to this issue).
What is a good practice for restricting users with project role Developer (in our case, outsourcing) from accessing tickets?

You can restrict them by using the Issue Security.

Issue security level seems to be working. But looks like it affect only new tickets. How do I set the default level for all open tickets?

The Issue Security field is not added to the issue type edit or view screen. That could be the reason.

You should add the field : security level in every screen you're using. Then configure the field to make it visible in field configuration
