Can I set SLA (resolve within 4d) to one type of issue, and SLA (resolve within 7d) to another type of issue with in the same Service Management Project in Cloud?

Yes, of course you can! You just have to add another goal and write the corresponding jql, e.g.:
issuetype = issue_types_name_of_4d_goal
issuetype = issue_types_name_of_7d_goal
