SMS Alerts for Critical Issues

Does Jira Cloud/OpsGenie offer SMS alerts for critical issues/major outages that impact a lot of people? I found this article below, but what subscription of Cloud and OpsGenie do organizations need to have in order to utilize this functionality?

it is possible to send SMS alerts and receive the alerts calls. The only limitation I found was related to the number of alerts that can be sent and countries, have a look at the pricing page to see more details 👉 https://www.atlassian.com/software/opsgenie/pricing
