I would like to know if there is a condition to add in a transition that identifies that ONLY when going from X to Y, Y can ONLY pass it to X.
X and Y are statuses on a workflow

You can either use a post function on any transition which you want to do an action on
Or, (and perhaps easier) you can set up an automation rule that triggers when the issues is transitioned. On that rule you would then store the previous state in a custom field. That custom field can then be used in a condition.
But I would first look at your conditions and see if you don't have the Previous Status condition listed as an option. I have a blank instance and I can see that option there so that would be the easier route to take.(if you have it)

You will need Jira Misc Workflow Extension (JMWE) or JSU Plugin there you can add the condition some thing like previous status
