Atlassian Guard Standard, Jira Premium and JSM Premium customer here.
I sat in a sponsored webinar recently for collaboration between Jira and JSM. A mention was made about using the "new" Stakeholder role to give non-agent users to visibility into JSM issues.
I have not been able to find any reference to this role or its requirements anywhere in the product configs or Atlassian Administration. From other Community content I've seen, it was rolled out in late 2024.
My hope is that I can use this role to allow management to view dashboards, filters, views, and/or reports without consuming licenses and without add-on apps.
So where do I find, or configure this role?
To be able to benefit from this option, enable the feature Incident management on the project.
Just to add to @Marc - Devoteam answer, depending on if you are on the old or new admin UI the stakeholder role behaves differently. If you are still on the old UI only users that have a JSM license can be stakeholders. If you are on the new US there is a new product role for stakeholders.

Thank you both @Marc - Devoteam and @Mikael Sandberg! Not sure how I didn't find this already. The info about the old vs. new UI is especially appreciated!
