We are planning to use Jira service Management as our Change Management tool in our company. We are still on the testing phase and would like to know if we can change the workflow to have a Two level approval while on a free tier licenses. We are a small company and we are aware that customer access level can be an approver as long as they are part of the approver group. We just want to know if changing the workflow is possible on a free tier.

Yes, you can change the workflow to add multiple approval steps even if you are on the free plan. And you do not have to use Approval groups, you could use the Approvers field which is a user picker field that includes customers.

Here is an example that may assist.
In this example there is a CAB status, that has an Approval attached to it, which is a Group, that contains people.
Hence, its like a Level 2 Approval step.
