This issue usually happens when you try to add a customer that has already been added in the past and is currently inactive.
In order to reenable the customer, you should visit the User Management section, under the left-side menu click on "Jira Service Management" link, search for the email address and reenable it.

the email we are trying to add as customer using customer page
(CHANNELS & PEOPLE > CUSTOMERS) is new register from gmail and it is not used to any jira cloud or atlassian
