My company would like to email our vendors from JSD. The only solution that I have found so far is to "Raise a Request" on their behalf.

Jira Service Desk send by default mails only to users that are existis in Jira (Customer). In this scenario every recipe needs to be a Jira. Technically someone can login with this account.
I cases like that i prefer the Jira Email this issue addon: https://marketplace.atlassian.com/apps/4977/email-this-issue?hosting=server&tab=overview
It email the issue to any mail address which don't need to be Jira users. On the other hand it can handle as well the response from the vendor system. If at the end is another ticket system you can parse these mail and fill your issue details
