Can't seem to find this anywhere in the documentation, but I'm having problems figuring out where my project administrators are supposed to go to actually edit workflows.
I have triple-checked that the "Edit workflows" permission is granted to the "Administrators" project role, and all the workflows are exclusive to this one JSM project.
None of them can see "Edit workflow" under the Actions column when they go to Project settings > Request management > Workflows. Same with Project settings > Request management > Issue types. They also can't edit screens which are also all exclusive to this project.
I also enabled the new workflow editor as the default editor, just in case.
Is this feature only available in Jira Software? Where have I gone wrong?
This only applies to non JSM projects and of the type company managed.
if you use a company managed JSM project, only a Jira admin is able to make changes to workflows, screens etc..

Workflow edit permissions are only available for project admins if the workflow is not shared with any other projects. Otherwise you need global product admin permissions.

I agreed with both Laura/Marc statements. It is always (based on my experience and knowledge) that customization of WFs should be conducted by Jira Admins team (company managed project type projects) only, so standards and controls can be in placed for the entire company. Otherwise, you will have a situation of wild wild west where controls are not enforced. This is why we have disable the usage of "Team Managed type" project creation.
For company managed projects, the customizations of WF needs to done by Jira Admin Team (irregardless if Jira or JSM).
