But we are DC on prem. When/will this feature be offered in JSM for DC/on-prem?

At this point, we don't have plans to bring boards to Jira Service Management Data Center.
In saying that, we're always considering new projects for JSM DC's future roadmap. Please share your use case and vote on the following public Jira ticket to help us keep track of customer demand for boards in JSM DC: JSDSERVER-13977
