Welcome to the Atlassian Community!

This means what it says - you've hit a form that has not been configured. You will need to ask your admins to configure it (I suspect it's a "contact admins" form though)

I have been enabled with Project Administrator and Administrator privileges but still I do not see project settings and other features which administrator should have.

@dinesh_kumar1_alt , I expect you do not have the necessary admin permissions to access the administrative features you seek. Speak to your Organization Admin about your needs.
