You should be able to change it - assuming that you are a member of the project's Administrators role. If YES, then you should see the following...
If your JSM project is a "Team Managed" type, then you can access the similar UI via Service Project Settings >> Channels >> Customer Portal.
In both "Company Managed" or "Team Managed" type JSM projects, one who have project Administrators role assignment can manage the Introduction text.
