please explain "3cx".

Yes, you can, as long as whatever "3cx" is another computer system that has some form of remote communication functions.

We can't tell you more than that, as you have not told us what 3cx is, or what you mean by "connect"

3CX is an open standards communications solution (Telephone System) that allows certain CRM integrations ... 
Jira Service Desk is not mentioned

And if so, will this be supported by atlassian or this tool will not be usefull on mobile device of Jira, as we experienced with Harvest.

You'll need your 3cx software to connect to Jira over the REST API.  Atlassian support the REST API in full, so it's over to your software to work with it.

Jira Service Desk is assumed because that is what the original poster said it was about - see the labels towards the top right of the question.
