question on Kanban board display for Jira Cloud

When displaying a kanban board, there are multiple avatars displayed showing users right next to "Only my Issues" and "Recently Updated". What do these users represent? I always assumed they were assignees of issues on the board, but I have a board with a couple of users in the avatar list that don't have any issues on the board, or in issues that don't display on board due to unmapped status. What would explain these extra users showing up in this avatar list?

I assumed the same but never really interrogated. I expect that it includes Done issues even if the done issue have aged off the board.

The raw query that populates the board doesn't have some of the assignees shown on the board's avatar list in any of the returned issues when i run it outside of the board, so I don't know where they're coming from. there is no issue level security here so that's not factoring into it. even the subfilter shouldn't matter since it just works of results from the main filter query.
