I need to give acces to one collaborator to review detailed info of all issues of a project, but I need to limit to read-only the actions this person coluld do in that project.
How could I do this in the Cloud version of JIRA Service Management?

You need to adjust the project's permission scheme configuration to grant the user explicitly with the browse project permission.
Note when changing the permission scheme, you need to make sure that the scheme itself is not shared by other projects. If the scheme is shared, then create a copy of the scheme and modify it and then apply the copied scheme to the project in question.
NOTE - there is no READ ONLY agent license concept. It is because an agent license is a allocated licensed. But not all agents will need to assigned to the Service Desk Team role for a given project.
So by explicitly granting an agent in the permission scheme "Browse Project" right, he/she should be able to access the project UI.

You can do this using project roles and the permission scheme. If you wanted to provide just view permission to a different project role and then add that user to the role in the project settings.
