Is it possible to create a report on Jira Service Desk issues that are currently "Unresolved" that have a linked issue that has been resolved (Done, Complete, Closed statuses)?

Unfortunately, this option is not available natively on JIRA Cloud (see JRASERVER-24557), however, you can use the following plugin to perform this query:
as you can check in the overview, this add-on Library can be used to search
