We have 5 people on our team all with the same permissions. Two of them are unable to edit the reporter field, it only shows the current reporter, and anonymous. We've tried restarting, different browser, incognito etc. It seems odd that three others have no problem editing it.
Check the following:
Compare the groups that one of those people who can change the rapporteur is in and see the groups where the people who can't change the rapporteur are;
Then in Jira's general settings go to "System" and then go to "Global permissions".
Make sure the group where those people who CANNOT change the reporter is within the "Browse users and groups" global permission
If the group doesn't have it, add the group to this global role.
One thing that can help you find the problem faster is to do the following:
- In "System" in Jira, look for the option "Permission helper";
- On this screen, point the user, an issue and the action "Assign issues";
Click "Submit". If there is something wrong with the user or project permissions, Jira should alert you.

The correct permission that you have to use in "Permission helper" is "Modify reporter" and not "assigne issues" like i say before, ok?

I'm not sure why it wouldn't let them as they were part of a group that had permission. I added a different group they are in to it and that fixed it.
