When users enter the portal and state that they have forgotten their password, they do not receive a reset link.

It is quite difficult for the community to answer environment specific questions, yours is one of them, it depends very much how the users gets provisioned in your jira instance, best is to reach out your jira admins & they'll be able to answer it. Please note that if the users onboarding is happening through AD, you cant change your password for application directly, you'll have to change your AD password which then will change your jira password as well.
