I have a customer request portal to onboard users in one of application, once the user is created, the ticket should be resolved & notification should be sent for that to requester.
However, after that team needs to perform certain activities internally & ticket transition through couple more statuses, for which notification should not be sent to requester, is that something possible at all ?
If yes, please suggest.

Status change notification is sent for all status. You cannot block for particular status. So to perform certain activities internally, I would suggest create a sub-task and do not add "Request type" to it.
If user is not licensed, user will not receive any notifications.
