I am setting up a Jira Service Management project to serve two (internal) organizations.
Unfortunately, when a new issue is created either via mail (email request) or via "create button"' (from an agent) the issue is shared within the organization.
I would like to have all issues private so that users (customer) cannot browse, see, edit, change issues that have been create from (or for) other users.

Here are the steps you can follow:
Create an issue security scheme: In Jira, you can create an issue security scheme that restricts access to issues based on certain criteria, such as the user who created the issue, a specific group or the user who is assigned to the issue.
Add a security level: In the issue security scheme, you can add a security level called "Private" or any other name you prefer. This security level will restrict access to the issue to the user who created the issue and the users who are assigned to the issue.
Associate the issue security scheme with your project: After creating the issue security scheme, you can associate it with your project. This will ensure that all issues created in the project will have the security level applied automatically.
Create an automation rule: In Jira, you can create an automation rule that will automatically set the issue security level to "Private" for all new issues created in the project by a user in a group or other restrictions. This will ensure that all issues are private by default and cannot be viewed or edited by other users.
