Something changed with the email notification UI not showing inline comments?

I think the image below shows it best

Anyone else noticed it?

 

I verified the notification and template are ok and should show the comments.

I verified Safe Customer Notifications are off

This is affecting both a Jira Software project and a JSM project.

It seems to be related to a new feature they pushed - Control access to external user email and notifications, can be found in the release notesAlthough I still don't understand why our internal users are affected...we don't have any external users.Steps to revert:
  1. In admin hub, click “Security” → “External users” page
  2. Select the “External user policy”
  3. Ensure Authorization method is set to None
  4. Ensure Email and notification visibility is set to Allow
  5. Update the policy
