Is it possible to limit engineers from logging more than 1 hour for an individual issue?
We need our engineer to log at least 8 hours in our Jira Service Management but we do not want an engineer to abusive it and log 4 hours for trivial issues for example.

There is no way to control this using the built-in features of Jira. WorklogPRO can do this using "Worklog Verification" scripts if you are looking for a timesheet app. These scripts are run on the server for every "log work" request, allowing you to control submitted values and reject the request programmatically.
