The Raise a request page has changed recently and is no longer allows us to change the requester?

We sometimes raise the request on behalf of customer which we could do until very recently now we get a page that looks the same as what the customer sees and doesn't let us allocate to the particular customer.

@Rachel Hogan , I too would be interested in the response on this. At least in my instance I still have this option.
