The opsgenie integration option with other platforms is not enabled, nor is the option to create teams enabled in the option to create teams in opsgenie, please help

Sounds like either a permission restriction, plan restriction or both. 

Some plans (JSM Free / Standard) require integrations to be added from under a team's Integrations tab.

And only account Admins & Owners can add new Opsgenie teams. Account Users do not have this permission.
