When anyone within the organization creating a ticket in Jira via email, the notification is sent to all members within the organization.
Requesting you to please support to get this fixed.
On Jira Cloud, you can go to Project Settings > Notifications > Customer Notifications.
On this screen, you'll find an option called Organization added that is responsible for sharing tickets with organization members.
Then, you can disable or enable it as you wish.
