I have 2 rule with same trigger "Issue created."
I want to that;
1. Add label in first rule
2. Check label in this rule.
I checked "Check to allow other rule actions to trigger this rule. Only enable this if you need this rule to execute in response to another rule." checkbox. However, this rule not wait previous one.

There isn't a order for automation rule to run. I guess we have to tick the checkbox for check other rule to run in second automation. I hope you have done same
I would suggest you to change the trigger to issue updated and try unchecking that option, if that works. Because as soon as automation is run for first time when issue is created the labels are updated so technically second time it should be issue updated event
I hope Jira add an trigger rule option. So we choose trigger type to manuel and then call another rule.
I made a short text area and use some automation commands but this is not good.

As of now manually we cannot call another rule pointing that it should run after this rule.
