I am unable to search for a handful of users in the Reporter field. I get the message "no options" however these users exist in user management.
They wouldnt need a Jira licence to be able to raise tickets/be a reporter.
Can someone advise why this may be happening please

You should check if these users are added to service desk project as customers (your service desk project > Customers). Also you can check it by visiting user's profile in user management and check if they have customer permission switched on.
