Unfortunately we cannot work make the LOCKED field mandatory via the field configuration.
In theory, these workarounds can be tried (not tested) :
* In any workflow transition where you need that value, use the "Condition" to check if that value is not EMPTY
* Or add a Automation rule to add a label to the ticket when that field is left empty, once filled the label can be removed by the user
