Everything that I have read on line tells me that customers who login to service desk do not use a JIRA license yet I can't seem to create an account for a customer which does not use a license?
Assuming you are on Cloud or using a 2.x license.
Add them as Customers on the People tab.
And - if you made them in JIRA - make sure they are not in jira-users group.

Thanks for your reply Martin, we are on Cloud.
We do not get the option to create users on the People tab only to assign existing JIRA users which is what I did.
When I then remove them from the jira-users group they are no longer allowed to login to the service desk customer portal.
