Workflow scheme not updating in project

Hello,

I created a new workflow and issue type, the workflow is associated with both workflow scheme and projects.  However when I try to switch the workflow scheme via project its not updating.

If you have created a new workflow and issue type, and associated them with a workflow scheme and projects, but are experiencing issues when trying to switch the workflow scheme via the project, there are a few things you can check to resolve the issue:

1. Check the permissions: Make sure that you have the necessary permissions to switch the workflow scheme for the project. You need to have the "Administer Projects" permission or be a member of the "Jira Administrators" group to do this.
2. Check the project settings: Finally, check that the "Allow all statuses to be used in this project" option is selected in the project settings. If it is not, you may not be able to switch to the new workflow scheme.

Thank you I am a Jira Admin not sure why I need to be added to project.  

Can you tell me where is the Allow all statuses to be used in this project is located?  I do not see it.

In addition I am also unable to add workflow to project.

Is it possible that when switching Workflow Schemes that its looking for you to choose a different scheme?  I want to use the same Scheme, however its a updated workflow scheme.

Update:  I added myself as an admin for the project, tried to switch schemes and nothing happened.
