I want to create a API token that can be used for JIRA REST API but this page is showing loading again and again.

So How i will fix it.

Everything works fine here. Is this still happening on your end? If so, I'd recommend reaching out to Atlassian support. 

Also useful; check https://status.atlassian.com/ to see if there's an active incident if something does not work (though at first glance I didn't see anything in related to this).
